Parameters
- client: LedgerJsonApiClient
  The ledger JSON API client
- params: GetByContractIdParams
  Parameters containing the contract ID
Returns Promise<ContractResult<OcfIssuerOutput>>
The issuer data with object_type: 'ISSUER' discriminant and the contract ID
